Scope
The new legal system 'certificering werkzaamheden aan gasverbrandingsinstallaties' (enclosed within the 'Bouwbesluit') has the scope to further prevent carbon monoxide poisoning in (residential) buildings and already came into effect on 1 October 2020. In consultation with the sector, it is determined that companies have to be certified as of January 1, 2023 (initially as of April 1, 2022) in order to be allowed to carry out certain work on gas combustion kettles. From 1 January 2023, consumers and businesses may only engage a certified company for these specific activities.
Restrictions
As of January 1st, 2023, it is considered criminal by the person to perform either installation, repair and maintenance (IRM) of a kettle if that person did not obtain the required certificates.
Simple actions that cannot in themselves be regarded as IRM and do not pose a direct risk of the release of carbon monoxide, are not covered by the ban. This includes using the reset button, topping up central heating water, removing the plug of the central heating boiler from the socket, replacing any batteries and setting the timer or thermostat.
